Frank emigrated to Canada in 1903 and, on 15 October, married Ellen Smith in Manitoba. By 1906, the couple were living in Assiniboia West, Saskatchewan. They moved to Port Coquitlam, where Frank worked as a carpenter for the Coquitlam Construction Company, and had four children.

Frank enlisted in the army in September 1915. He was reported missing initially, but it was confirmed that he had been killed in action on 11 November 1916, aged 40.
